I have an iMac (20inch, mid 2009) running OS X El Capitan version 10.11.6 and I can't upgrade to anything? I can't download any of the programs I wan't. Does this sound right?

Yes. If your computer is still working nicely at twelve - nearly thirteen - years old with El Capitan you are doing well. Your Mac is too old to support a later operating system. This is somewhat misleading because El Capitan 10.11.6 dates from 2016 and is only five years old therefore brings your Mac's capabilities from 2009 to 2016.
While Apple actively progresses both the hardware and the software on Macs, leaving the oldest behind, the compensation is that the computers last for many years beyond the point of being able to have the OS upgraded.

I have to second Davids comments. As old s your computer is, it is likely to fail at any time. I would seriously think about getting a replacement before it dies on you.
