i am looking for a cheap ipad but it needs to run IOS 13 or later to be compatible.
is their a list of devices that i can search to find the answer? i have tried apples website but it does not give an ios version number in its unit spec sheets.

Anything that can run iOS or iPadOS 13 can also run version 14 so 13 is effectly out of circulation. No device capable of running 13 would be offered anything in the settings update window other than 14 or 15.
Just FYI so you know that the only devices running iOS 13 would be ones updated from iOS 12 or newer, and not updated since that version 13 update.
