To change region/ country

You can make a purchase of something that is more than your balance and remainder will be billed to your credit card on file or contact Apple Support and they can remove it for you. Go to link above and contact from there or upper right hand corner and click on Get Support or:

Be aware that if you change regions, you’ll not be able to re-download any existing App purchases - as these are tied to the region within which they were purchased.

You will need to contact Apple Support - and request that you account is cleared of any outstanding credit - before you will be able to change your Store region.
