How are these photos stored on the external hd?

Are they in a Photos app library…or are they just various photos located in folders?

You might follow the guidance found in this support document. It describes moving the Photos library from the startup drive to an external drive but similar steps are used to move the library back onto the startup drive.

If your photos are just files stored in folders, you can simply import each folder full of pics into the Photos app.
