My Apple Watch shows it does not have a cellular plan, but my iPhone is showing I have a cellular plan but it is not showing in use. How do I make the data plan be in use?

Check to see if this helps, Set up cellular on Apple Watch - Apple Support. If not, then you will need to contact your carrier for assistance.
