Apple doesn't get involved in lost or stolen devices, so Apple won't help you. If the owner who lost the watch didn't put it in Lost mode, there really is no way for you to find them.
I applaud you wanting to do the right thing by hoping to reunite the watch with it's rightful owner. The best option is to turn it over to the the local authorities and hope the owner reported it lost or stolen.
