The options for this are via 5G, or via MiFi, or via a computer connected via hotspot or cellular modem..
You won’t be able to update via 3G, 4G, or hotspot directly from iPhone.
The only devices that may be updated over cellular are iPhone 12 and 13 models and then only when connected to 5G. 5G iPhones can also enable iCloud backups over cellular when WiFi is not present.
