Apple Watch Family Member Setup

If I setup an Apple Watch to my iPhone as a Family Member and link to my cellular network; can the family member use that Apple Watch as its own separate cellular device to make calls without my iPhone nearby?

As long as the watch is a cellular watch, yes.
