Verification failed

I couldn’t reset or change anything as it shows verification failed “there was a problem connecting to the server “. Also download the latest iOS is non active. iCloud is unable to load. Something is wrong with iCloud Id.

Thanks for connecting with us here in Apple Support Communities. As we understand it, you're unable to sign into iCloud or make any changes with your account. Have you tried connecting to a different network? Have you also tried from a different device? Check out the link below and let us know if this helps.
