I believe the titles are SDR so you'll need to adjust them to HDR levels. Here are a couple good HDR video tutorials from Ripple Training that may help to explain what's going on. Mark doesn't directly address titles but you should be able to glean the info necessary to make them work.

Thank you so much for the reply. I'd listened to the first before, and while he didn't address text panels in either, when he talked in the 2nd re manually fixing exposure of clips I realized (Duh!) that I could change exposure of text clips too which I did.
Tho I must say that is an inelegant work-around. I had an HDR library, an HDR project and HDR clips, why wasn't the text panel HDR instead of SDR. Maybe something else is amiss.
Another peculiarity, having created a 2020 HLG project, the clips were 2020 PQ and going back and choosing 2020 PQ for my project didn't improve anything. Interesting.
But can't consider now must move on to completion.
