How to cancel an Apple trade in?

I purchased a new iPad pro and during checkout I arranged to trade in my old iPad pro. I have since decided against sending it back for the trade-in credit. I want to give it to my son. So, I went through the steps to erase it and I signed out of my apple id and turned off find my iPad... When I had my son setup the device, using his apple ID, it can't get past the installation screen for iOS 15.1... The iPad has 128 gb of storage and should be able to hold the 3.9gb os... it's connected to my wifi, but is frozen on the software update screen. Any ideas what to do? Does apple have it locked down since i had intended to trade it in?

No - they don't care if you keep it. See the following from https://www.apple.com/shop/trade-in

Can I cancel a trade-in?

If you haven’t dropped off or shipped your device, you can cancel your trade-in by simply keeping your device.

If you’ve already sent us your device, the trade-in can’t be cancelled. If you receive a revised trade-in value after the inspection of your device which is lower than your originally quoted value, you can then choose to reject it.

The following may help: Apple logo with progress bar after updating or restoring iPhone, iPad, or iPod touch - Apple Support including the steps below from that article if needed:

If the update or restore never completes or your device is unresponsive, force your device to restart.

If your device has been in this state for several hours, contact Apple Support.
