Best way to control Screen Time for kids over 13

What would the best way be for a parent to control the screen time settings of a child over 13. Currently if the child has an apple ID and they are over 13 they no longer qualify as child accounts.


No matter what a parent does to set a pass code for the screen time settings, the screen time lock can be reset if the child knows their own apple Id and password. Sure you can change the apple ID password but they could recover it by having the associated email address.


This is a huge flaw because it means the only way to really take control of screen time would be to control the apple id and its associated email adress untill the child turns 18 where in you could give them back control.


Is there any way to truly secure the screen time lock of a child above 13 without having to seize control of their apple id and email address?
