Apple ID is not active and can't sign out

I’m here because of my friend his Apple ID got disabled a day after he changed his ICloud number, he don’t have access to this page because his Apple ID won’t let him sign into this page. A message keep popping up on his phone asking for his Apple ID password but when he input his password, it says this Apple ID is not active

he tried creating a new one but he can’t sign out of his Apple ID and he can’t use his Apple Music also he can’t download apps

he really needs help
