I had this problem, it turned out Apple put a hold on my card and then marked it as "expired" after a week or so, then tried to put another hold on my card for the same amount, my credit card company declined that additional hold as suspicious. After lots of back and forth between the credit card company and Apple, I decided it was easier to change the credit card to another and Apple put the hold onto that card (but did not remove the hold on the old card) Once the laptop shipped, they took the money by cancelling the hold and then billing the card (strange behaviour) and Apple also cancelled the other hold on the old card. I was beginning to lose my mind and had some quite heated phone calls with each blaming the other.
