Every time when selecting a new text box or starting to type in an app, the shortcut bar with the text suggestions hides automatically. I reopen it manually every time, but it does not remember to stay expanded. I started to recognize it with 15.1; before that I‘m pretty sure it worked fine.

I have this same issue. Only had the iPad Pro for a couple weeks. At first the shortcut bar with predictive text was expanded by default (which is great). Now it is always minimized by default. No idea why this changed. My iPad has always been on 15.1.
Turning predictive text off/on and rebooting does not help. Any other suggestions?
I think I found a solution. If you use your finger to drag the minimized keyboard icon to the bottom center of your screen, and let go, it seems to restore the desired functionality.
The issue persists for me if I try your first. This is really frustrating! iPad Pro 15.1 iOS user too.

Thank you so much! Worked for me too to keep predictive text "expanded" by default. This was supremely annoying that it minimized by default after iOS 15. Thank you for finding a solution.
