Can I share my iCloud storage with another phone that’s on my phone contract with Verizon?

It doesn't matter whether or not the phones are on the same contract or even whether they are using the same cellular provider. To share an iCloud storage plan, see information in: Share iCloud+ with your family - Apple Support
