Welcome to the Apple Support Communities! We understand that you’re not able to download or updates apps because you’re being prompted to update your billing address, and we'd be delighted to offer some suggestions that may help.


It sounds like you’ve done some great troubleshooting already, and the billing address on file for your Apple ID is correct. 


Have you had a chance to check the billing addresses associated with your payment methods in Wallet on your iPhone? If you use Apple Pay, Apple Cash, or Apple Card you may have a conflicting address on file causing the issue. Try checking each payment method that you have listed in Wallet as outlined here:

If you have one that has an address not the same as your Apple ID billing address, you may need temporarily disable Apple Pay on all of your Apple devices. You can set it up again with payment methods that have a billing address that aligns with your Apple ID information.
