How does Apple know whether to follow your Apple Watch location or your iPhone location

How does Apple know whether to follow your Apple Watch location or your iPhone location. For example, if you leave your house with just your Apple Watch and your iPhone is in your house, if someone tries to follow where you are with Find Me, will Apple show them where your Apple Watch is or where your iPhone is?

Only someone with access to your Apple ID could use the Find My function.

If they have access, they choose the device from the pulldown menu in Find Phone in icloud.com or the device in the Find My app.
