If the entire command is gray, then it isn’t available. The shortcuts are always gray. If the shortcuts fail to work, and the command is not gray, then you have some other problem. The color of the shortcuts is irrelevant.
Thanks everyone! Background: it started with the simple Finder shortcut to open a new Finder window (Command-O)- nothing.
I had just installed 2 apps: Default Folder X and Textsniper.
I've uninstalled these. I've run First Aid, started in safe mode. Running Monterey.

Does a new Tab open in the same Finder window?
If so, uncheck "Open Folders in tabs instead of new windows" in Finder > Preferences > General.
That's just how they are displayed, now. They are not "disabled."
Grayed out AND not functioning- all applications
Menu items are grayed out until they become available.
For Example: Until you copy an item to the clipboard, the Paste (CMD+V) function is not available (grayed out).
The shortcut to open a new Finder window is Command N.

As Barney explained earlier, all shortcuts are now gray. A cosmetic choice by Apple.
So when you are in the Finder and press "Command N" a new Finder window doesn't open?

BTW- I had no idea that Apple has grayed all shortcuts.
