We have done a hard restart (volume up/down held the power button). What now? It still isn’t responding.

If a forced restart didn't work, you'll need to take it to your Apple Store Genius Bar.
Refurbished by whom exactly? If Apple, schedule an appointment at your Apple Store Genius Bar for evaluation and options. If refurbishes by someone else, take it to them.

If your refurbished iPhone’s screen is glitching, you should take it to an Apple Store to fix the screen or an Apple Authorized Service Provider.
I bought it from the Apple store, refurbished by them. It is Black Friday and so I was trying to fix it on my own. But the reset didn't work. I wasn't sure if there was anything else I can do in the meantime. Thanks,
