What kind of background are you asking about? The white background behind the photo thumbnails in the Photos window or do you want to replace the background behind a person in a single photo?

  • To change the background in Photos behind the thumbnails, to view them on a dark background, switch your Mac to dark mode in the "System Preferences > General" in the "Appearance" section at the top of the panel, see: How to use Dark Mode on your Mac - Apple Support - this feature is available in all system versions since macOS 10.14 Mojave or later.
  • Adding a dark background behind a person in a photo is not a feature of Photos for Mac. You can darken the background a bit with a dark vignette or the selective colour tool. If the photo is a portrait mode picture you can use the Stage Light effect to make the background dark. For other kinds of photos use third-party applications.
