carrier update failed

carrier update failed

i keep getting "carrier update failed" and when i go to update my phone it gets stuck on "verifying update" until i turn my phone off and on again. when i turn it back on i get "carrier update failed" again. i have plenty of free storage, my phone is fully charged and connected to power, and i have full bars of wifi, what do i do?
