set up family sharing using ITunes on a PC

can an apple family share account be set up using ITunes on a PC as opposed to using an Apple device?

Apple's documentation is spotty on this subject.

- Only lists doing this on an iPhone, iPad, iPod touch and Mac.


From an earlier version of this document I have noted: You can use Family Sharing on your iPhone, iPad, or iPod touch with iOS 8 or later, your Mac with OS X Yosemite or later and iTunes 12, or your PC with iCloud for Windows.


Then there's Use Family Sharing to share iTunes Store purchases on PC - Apple Support

but that specifies you must be invited to join a group, not that you can create one.


Finally there's: Use Family Sharing with Apple Music on Android. Click on this link to learn how --> https://support.apple.com/HT212154

"How to start and manage your own family group

When you get an Apple Music family subscription, you can start and manage a family group to share your subscription."


In the end though while it appears you can use Family Sharing on a PC if you have been invited to a group, you cannot start it on a PC.
