Presumably you're talking about activation lock. This kicks in after 10 failed passcode entry attempts. To remove the activation lock, see this article: How to remove Activation Lock - Apple Support

The activation lock has nothing to do with failed password attempts. It would only be relevant if you attempted to restore the device.
