How can i acess in my gallery in shortcuts? However even i go to setting i dont find enablinv or allowing gallery to acess to my shortcuts app?

I dont know what’s happening to my iphone 11, however i cant acess my gallery or use gallery in shortcuts apps even i already turn on my data, and WLAN, i seek some questions in here and somehow, i found in some people the same question i am asking why i cant acess my gallery or use gallery in shortcuts apps even i already turn on my data or WLAN.? Some person answered that questions, they said” restart or go to shortcuts and turn on data or wlan however, when i am going to shortcuts in setting i cant find some options about enabling data or WLAN. and some said or advice “update IOS 14.2 or Update to the latest update so you can use shortcuts, but i already did that until i got on IOS 15 updation, PLS, what else i can do allowing or accessing my gallery to data or WLAN however theres no options about it when i go to settings and clicking shortcuts.
