Unlocking iPhone with carrier
If I can’t get my carrier to unlock my iPhone se where it can be used with any sims, what other steps do I need to take? My phone is being hacked.

There are no alternative steps to perform.
Only the carrier whom your device is locked to can unlock it, if you're eligible.
