Where can I download The Finder?

Where can I download The Finder? I need to restore my iphone due to wrong passcode. I tried to restore through Itunes and it keeps giving me an error message.

Finder is preinstalled on all Macs - you don’t need to download it.

To restore using Finder follow the steps in this article: https://support.apple.com/en-us/HT201252
