How can i spend my iTunes balance so i can change stores?

I don’t know how to wipe my account balance nor do i know how to contact

apple so they can help me.

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
