HOW DO I SELECT THE CORRECT "PRICE TIER?"

If I sell my book for $19.99 I am asked to choose the appropriate "price tier" for the book in every country the book is for sale in. What tier do I select so that the customer purchases my book for $19.99? The customer's price only goes up to tier 10 $9.99 for the USA. What should I do?
