how can i share my Apple Id with another of my device ?
I have 2 Apple id's i want to just have one, how can i go about changing the one on my cell to
the one i have in my ipad

Sign out of the old account if necessary; sign in with the new one.

If another Apple ID is signed in you may need to enter the password for that ID to sign out of that ID first.

Look into using Family Sharing to continue to be able to use items purchased with one Apple ID with other Apple IDs.
