I'm not receiving a verification code

I've been stocked here since yesterday.... Although i don't have an iPhone or any other apple devices. I bought an apple tv and wanna sign in my icloud on it... I created my icloud on my Android phone and it worked. But to sign in my icloud on my new apple TV is a problem... I passed though when they say type your "apple id" i did! It took me to the next Step, "password" i did that! It took me to the next step "verification code" this is where I got stocked!! It not sending me a verification code.... After I've like waited for more than 30 minutes waiting for the code but not showing me anything i exit the page... What am confused about is that... Immediately i left the page it sent me the verification code.... Which was so annoying. I'm wondering why it like that. If i can get help about how to fix this please let me know
