Why can't I pay for purchases with my card?

when I try to pay, I am told "the purchase was not completed, contact iTunes"

iPhone 11 Pro Max, iOS 14

Similar questions

ITunes won't charge my card. "Your purchase could not be completed" on a good credit card. Same message on other credit cards.
