I can't get my iPad mini 2 to restore on my MacBook Air 2015 model. What are some issues that I nee to fix?

Thank you very much. I bought it second hand and it was open and I put a screen lock on it but didn’t setup my Apple ID on it yet. Now I have disabled it and can’t get it to reset to factory settings it keeps just rebooting from recovery mode. And asked me to trust the iPad but won’t let me trust the computer on the iPad. Anyways thanks for your help.
