On my wife's old iPAD Air, occasionally I get a white screen with a black Apple logo, nothing else.
I have reset the iPAD to factory settings, so everything private has been wiped.
Restart usually produces the same screen, but occasionally it starts ok. Is this a hardware problem?
By the way, I had the same problem prior to reverting to factory settings.

We, just users like you, cannot diagnose that kind of issue remotely, sorry.
If you already tried (to no avail) a "forced" restart and/or a factory reset of your wife's iPad, it sounds like a hardware glitch (Battery? Screen? Other internal components?).
I suggest that you make an appointment (*) and have that device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> Apple – Location Selector. After checking it out, they'll give you all the available options.
