Not able to add credit card in apple wallet

I could not add a credit card to apple wallet. After clicked it doesn't show anything that can add (refer to screenshot below). Please help!

Apple Pay is not supported in many countries --> Countries and regions that support Apple Pay

My current location is Singapore which is supported by Apple Pay.

I can add my credit card in Apple ID "payment and shipping" but not the apple wallet..
