And it here seems the password hint was either omitted, or was insufficient.

There are cases where forgotten passwords mean the protected data is inaccessible. That happens with Time Machine backups, with Keychain password storage, with FileVault, and other such.
Apple uses biometric authentication as a shortcut, allowing longer and more robust passwords to be used. But Apple has not used biometric authentication as the sole access pass. It’s always been centrally the password, with a potentially-available shortcut.
