If we have Apple Cash Family and I send my 12 year old son $10, can he use this money at a store that accepts Apple Pay, such as Starbucks. This was the plan, then I read “If you're less than 13 years old, you can't add a card to Wallet to use with Apple Pay.” Thanks,

Sure. If you set up Apple Cash family, he can use Apple Cash wherever contactless payments are accepted. He just cannot add a debit/credit card until he is 13.
