How can I remove gift card from my account ??

I would like to change my country but I have to finish my balance and I can’t see how or what to purchase with this balance

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
