iCloud Storage

Old Messages, that for some reason I cannot see or download or anything, is taking up 3 GB on iCloud! I cannot figure out how to delete them either. I want to delete them to give me more storage.

There is a Dismiss & Delete option that comes up, but how will that effect messages from that point on?
