Updated Reminders App and enabled iCloud for Reminders but when trying to share reminder list to other iphone with IOS 15 and updated reminders app the recipient keeps getting a popup dialog stating ICloud needs to be turned on for Reminders even though it already is turned on.

Set up iCloud for Reminders on all your devices
Have they restarted their iPhone since this issue began?

deleting the reminders app and reinstalling from the Apple store fixed the problem.
