Most likely, that drive was rendered "read-only" because it failed and should henceforth be considered unreliable.
At your option consider reformatting the drive and returning it to service. It is quite likely to remain useful (though operating in a state of failure) for a period of time. Whether that period of time is days, weeks, months, or years cannot be determined. That is one reason one and only one TM backup drive does not comprise an effective backup strategy. Get another one at your earliest convenience, and add it to Time Machine. TM will back up to as many backup drives as you choose to provide.
When a drive becomes unreliable to the point you no longer want to keep reformatting it, throw it away. They can't be fixed.
What drive do you have and how is it formatted? Should be formatted APFS if no older backups on the drive.
Not clear what you mean. Time machine is read only. Are you saying TM will not do a full backup of your drive?
Hopefully you will be able to get this.
