Says I can use PayPal as payment method even sends me to PayPal then says PayPal can’t be used in iTunes. I am using it to pay for subscriptions not paying for iTunes purchases

Make sure this is one of the 'Payment methods that you can use with your Apple ID'; click here --> https://support.apple.com/HT202631

Also read any footnotes in the document for a payment method. There's one about using PayPal.
