I have unsynced, unpaired and started it as a new watch set up. Still only has 6.3 software. Have plenty of memory. Is apple stopping us from updating because it’s a series 2??? Seems kind of shady if so.

Nothing shady. An Apple Watch Series 2 doesn't have the hardware capable of running the newer WatchOS. Just like older iPhone's eventually lack the hardware to be updated, your watch hit the end of the update road when Watch OS 7 was introduced.

Yes; the Series 2 watch has an older CPU than the models supported by 7.0 and above.
