Apple ICloud

Hi, I want to share my I cloud storage with another family member who has a samsung phone, can be this be done? She's has a icloud account and is under my account, but when log in to her account, she still only has her original 1GB of storage. Do I choose how much storage she uses on my end or does she have to choose through her account? thanks.
