When my MBP is powered off and lid closed, the MagSafe charger flashes intermittently and and get a beeping sound. Is this a H/W issue or S/W. Charging is ok when the MBP is in use or has been in use and then turned off.

Try to check your MacBook Pro with Apple Diagnostics if it reports charger or battery related error.

At this writing, the best work around for this wonky charging issue is to make sure the power adapter is connected BEFORE you sleep or power off.
In general, you should always have the power adapter connected when AC power is available. Your Mac uses "smart charging", and will NEVER over-charge.
Great, will give it a go. Had a session with apple booked for today to welcome me to my new Mac and got put through to a specialist about another matter and mentioned this charging issue to him. Didn’t seem to have a clue, but went through several ‘fixes’ none of which worked. He spoke to someone else and advised that there would be a patch for this sometime. Software not hardware, no need to exchange for a new Mac for this.
there doesn't seem to be a power button on this mbp. turns on when the lid is opened
Top right hand corner, the Touch ID Key is the power button of the MBP ...
It's the button in the upper right that you also use for TouchID.
