Why can't I sign in or out of my apple ID?

Select "Apple ID"
Select "Other Apple ID Topics"
Select "The topic is not listed"

Those are the only ways I know of contacting Apple other than sending them a good old-fashioned letter by the postal service. Keep trying various methods and remember that some may be limited to standard business hours.

You would need to call Apple Support for a resolution to your issue.
Just call the regular phone number vs scheduling a call online in order to get through.
