Apple Pay Not Verifying; iOS15 w iPhone 13

Wallet is asking me to complete verification of my credit card for Apple Pay; however, when I try to complete it, I get the error message: "Verification Not Available. Try again in a few minutes." I try again later all to get the same message.

My bank has verified this card for use. I've signed in an out of iCloud/Apple ID. I've restarted my phone after each step. I've tried deleting the card and adding it again with a restart. Nothing is working at this point. I've Googled other threads on how to fix this but none of those suggestions are working. For example, I've made sure the correct region is selected, and my phone number and emails are updated in the transaction defaults section of Wallet.

I have a new iPhone 13 running the latest software updates. I've never added a card to Apple Pay before and would like to use this service.

Any suggestions?
