My question is if someone steals your trusted iPhone with Facial recognition and enters your password too many times so it locks down your account. Even though I know my password why can’t I get in to my iCloud account ?

It may just think you are the same person trying to find a different way to get in. Changing your password requires extra levels of security.

So what you are saying is after they try so many times with the passcode this shuts down access to even putting in the proper password for the Apple ID from an internet connection they see me logging in from regularly on an iPad that is registered to me but has a different Apple ID ?
That is so stupid in that if I have the proper password to log into my ICloud account I I could have given the police, who were with me as i was trying, the location of the phone.
