Hi I bought an Apple Watch like two weeks ago Nd I just got back from vacation Nd I’m trying to set it up but the activation lock is on and I can’t reach the owner who I bought it from what can I do ?

The person that you bought this watch from needs to follow all the steps in this link;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to experience.
