Preview will not convert to PDF for more than one page, why?

Preview will not convert more than page into a pdf despite having several loaded in Preview? I highlighted 20 pages and at the top, it indicated 20 pages but when I convert to PDF only the top page gets converted. Why?

iMac 21.5″, macOS 12.0

20 pages of what application/file format(?) to convert to PDF...

If they're standard .png screenshots then they open as separate documents within the Preview window, and the Export to PDF command will only export the first document.


However, if you select all the screenshots in the sidebar and then Print, you can choose PDF in the print dialog and then Open in Preview. This will combine the multiple screenshots into a multi-page PDF.


The only downside appears to be that the pages will base their orientation on the first .png. If you have mixed 'landscape' and 'portrait' screenshots, then some of them will be rotated 90º.
